MediTrans History

MediTrans was Established in 2003 to serve the non-emergency medical transportation needs of the local community. The company quickly grew to become the premier private Transportation Provider in Acadiana Region by servicing multiple Behavioral Health and Medical Facilities. In 2020 MediTrans became first and only Coordinated Transportation Network (CTN)® to serve Louisiana residents across the state.

Paul Broussard

Founder

Paul A. Broussard is the Founder of MediTrans, LLC, a leading non-emergency medical transportation provider dedicated to ensuring reliable healthcare access throughout Louisiana. With more than 20 years of experience in non-emergency medical transportation (NEMT) and healthcare administration, Broussard is recognized for his operational leadership, regulatory expertise, and commitment to improving patient-centered transportation services.

Since founding MediTrans in 2003, Broussard has overseen the company's growth and day-to-day operations, building a strong network of healthcare providers, agencies, and community partners. Under his leadership, MediTrans has focused on delivering safe, efficient, and compliant transportation solutions that enhance access to care for beneficiaries across the region.

In addition to his work at MediTrans, Broussard has served in executive healthcare leadership roles, including Psychiatric Inpatient Hospital Administrator, Community Mental Health Clinic Administrator, Rural Health Clinic Administrator and On Demand Trucking Broker and Operator, where he led compliance initiatives under JCAHO, CMS & FMCSA standards, strengthened staffing infrastructure, and improved service delivery systems. His background also includes transportation logistics leadership in the private sector, further strengthening his expertise in operations management and strategic coordination.

Broussard holds a Bachelor of Business Administration from the University of Southwestern Louisiana. He is known for his strategic vision, strong industry relationships, and dedication to building organizations that serve both communities and healthcare partners with integrity and excellence.

Derek Hoy

President & CEO

Derek Hoy joined MediTrans in 2025 as President and Chief Executive Officer, working alongside a committed and passionate leadership team executing on an ambitious plan to support tech-enabled, high quality, and outcomes-based NEMT services for beneficiaries across Louisiana, and beyond.

Derek has worked in numerous capacities within healthcare over the past 20 years, most recently as Chief Financial Officer within the Medicaid designated mental health, IDD, and supportive services network in the state of Vermont, which included an integrated NEMT model with a fleet of 30 vehicles. He also managed M&A / corporate development initiatives for LHC Group, a $2B publicly traded post-acute care company, based in Lafayette, LA, prior to its sale to United Healthcare in 2023.

Derek received a dual degree MA/MBA from Boston College and an undergraduate degree from St. John's University in New York. He has served as an executive committee member of various non-profit organizations and advises nationally on financial modeling, business development, and strategic planning within the healthcare sector. He has worked within diverse regulatory, political, and financing environments, including private equity / venture capital, debt, public markets, and federal / state / local grants and appropriations to guide organizations to strong compliance, quality, and operational outcomes.

Ryan LeBlanc

Chief Technology Officer

Ryan LeBlanc joined MediTrans in 2025 as Chief Technology Officer, responsible for technical strategy and the modernization of enterprise systems supporting over one million NEMT trips annually across all 64 Louisiana parishes.

Ryan has more than 20 years of experience in software engineering, enterprise architecture, and technical leadership across startup, Fortune 50, and large-scale enterprise environments. His background spans cloud-native platform development, data engineering, and delivering complex enterprise integration solutions at scale. A U.S. Marine Corps veteran, he holds an MBA and a Bachelor of Science in Computer Science from the University of Louisiana at Lafayette.

Brittany St. Julien

Director of Human Resources

Brittany St. Julien, aPHR, is the Director of Human Resources at MediTrans, joining the company in 2014. She oversees talent acquisition, employee relations, compliance, and organizational development, aligning workforce strategy with business growth.

A graduate of the University of Louisiana at Lafayette, Brittany began her career in healthcare as a Case Manager and Staffing Supervisor with a Louisiana based home health company. She has been a SHRM member for 18 years and holds the aPHR credential, currently pursuing her PHR certification. Brittany is dedicated to fostering a culture of accountability and service excellence, supporting MediTrans in delivering better health outcomes across Louisiana and beyond.

Alicia McDuffie

Director of Finance / Controller

Alicia joined MediTrans in 2024 as Financial Controller, bringing strong financial expertise and a strategic mindset to support sustainable growth and operational excellence. She partners with the leadership team to ensure sound financial governance while advancing the company's commitment to high-quality NEMT services.

Previously, Alicia led a team of Joint Interest Billing Accountants at Fieldwood Energy, where she strengthened financial controls, improved processes, and reduced audit risk. She holds a bachelor's degree in business from the University of Louisiana.

Sharlene Clavelle

Director of Call Center Operations

Sharlene Clavelle joined MediTrans in 2020 and currently serves as Director of Call Center Operations, leading operational performance and service delivery with a strong emphasis on efficiency, accountability, and an exceptional customer experience. Her prior experience in healthcare, supporting individuals with developmental disabilities, continues to shape her leadership approach, reinforcing a commitment to clear communication, empathy, and effective advocacy.

Lillian Lewis

Director of Revenue Cycle and Provider Relations

Lillian Lewis joined the MediTrans Network in February 2021 as a Claims Specialist and quickly advanced to Claims Manager before being promoted to Director of Revenue and Provider Relations in 2026. She brings extensive healthcare experience, including working with the Harris County Hospital District in Houston, Texas, where she assisted patients through the admissions process at Lyndon B. Johnson Hospital and explained their financial responsibilities.

She also has a background in home health, coordinating services and staffing support for individuals with disabilities. Lillian earned her Medical Billing and Coding Certification from Louisiana Technical College in 2003 and attended Louisiana State University at Eunice (LSUE), majoring in Nursing from 2004-2006. Her expertise includes revenue cycle management, credentialing, and provider relations. She is known for her problem-solving skills and dedication to improving patient access to care and supporting healthcare providers.

Ana Cyr

Facility Relations Manager

Ana Cyr joined MediTrans in 2023 and serves as Facility and Standing Order Manager, where she oversees facility relationships and ensures the accurate coordination and assignment of transportation orders to providers. In her role, Ana is committed to maintaining efficient operations and delivering reliable transportation solutions that support members' access to care. Her attention to detail and relationship-focused approach contribute to seamless service and strong provider partnerships.

Before joining MediTrans, Ana worked as a Food Sourcing Specialist with Second Harvest Food Bank, where she cultivated partnerships with retailers across Louisiana to secure food donations and expand hunger relief efforts. Through strategic networking and community collaboration, she helped increase access to essential resources for families in need. Ana earned her Bachelor's degree in Marketing from Louisiana State University of Alexandria, equipping her with a strong foundation in relationship management, strategic communication, and organizational growth.

Inaya Provost

Quality Manager

Inaya Provost joined MediTrans in 2021 and serves as Compliance Manager, leading both the Quality Assurance Department and Fraud, Waste & Abuse Department collaborating with a strong team of analysts and investigators that ensures safety and quality standards. Prior to joining MediTrans, Inaya managed to secure an internship with MediTrans gaining first-hand experience with the company during her senior year of college. Soon after, Inaya obtained a Business Administration degree with a minor in Management from Nicholls State University in Thibodaux, Louisiana.
